The 1st quarterly meeting of the civic club was held on January 12th. The following topics were discussed:Street Repairs: The repairs to Crestford or any of our streets have diminished. Our new councilman has relegated our repairs from real repair work to patch jobs with a short duration. As the saying goes, new councilmen and old neighborhoods lead to the short end of the stick.Vehicular Injury: Two teens sustained injuries while walking along Crestford near the Crest Terrace intersection. There was a lack of adequate street lighting, plus vehicle drivers were blinded by approaching vehicle lights.Large Vehicular Traffic & Solicitations: An 18-wheeler got stranded in our subdivision and had to be escorted out. Also, numerous solicitors are visiting our neighborhood. An effort will be made to post larger signs at the entrances to our subdivision to stop both.New and Unsafe Homes: It is a welcome sight to have new homes (3) erected within the subdivision. Also, it is good to see (3) unsafe homes having some work done. One total remodel, one frontal overhaul, and one yard cleanup. Numerous remodels are taking place. Some of our less caring neighbors need to take heed. Clean up around your homes!Civic Club @ Work: (1) Volunteer workers cleaned up broken trees at the Cresthaven sign and overhanging limbs on Crestford. (2) Several streets were adopted for cleanup. (3) Mayor’s Action Line work orders were made to fix broken lines, make streets safer, and remove junk buildup within the subdivision.Garage Sale & Donations: The October subdivision garage sale was mediocre, and we cannot keep up with the expenses incurred. Several residents have decided to donate to the Civic Club instead of being unable to participate but want to help. If you want to donate, contact the two names at the bottom of the newsletter.Next Civic Club Meeting: April 23, 2024 @ 6:00 PM. Location: 3211 Jana. Remember: All subdivision residents are welcome and encouraged to attend.
October 2023
The final Quarterly meeting of the civic club for 2023 was held at 3211 Jana Lane on October 12th. The following topics were discussed:Garage Sale: Known results since the meeting. Thirteen homes participated. Some had exceptional results and others, not so well. Overall, with six homes paying their required 10% of receipts, this covers the cost of conducting this event. The rest are encouraged to pay their 10% to cover incurred costs over the year.Street Paving (Crestford): This project appears to be downgrading rapidly to just a series of patch jobs. We should wait a little longer before passing judgment as to who is the blame. The issue started out being a Crestford issue but other streets are going down hill rapidly.Unsafe Homes: There has been an uptick to care of these homes in our subdivision. The improvements are noticeable, but more needs to be done.Donations: Some time in the past, this subdivision collected an annual due of $10 from each household for required or needed maintenance or projects in the subdivision. This was dropped. Fund raisers carried the load, but this does not always work. Recently a couple donated $60 to the civic club because they said they were not physically able to help. This could be an inspiration for others since we are all getting older (the workers) and we will be having to hire workers in the future. The younger set are notoriously lacking in volunteers.Officers for 2024: The 2023 slate was nominated to continue for 2024.Next Civic Club Meeting: January 9, 2024 @ 6:00 PM. Location: 3211 Jana. July 2023
The third quarterly meeting of the civic club was held at 3211 Jana on July 11, convening at 6:00 pm. The second quarterly meeting was skipped due to several conflicts of interest. The following topics were discussed:Presentation of Guests:Long-time councilman Phil Cayten retired so our new councilman Dolan Dow was introduced. Also present was Rex Lindberg, Community Relations Director.New Trash Pickup Contractor: Frontier took over from Waste Management. Rex explained the problems that the City had in negotiations with Waste Management.1) Cost increases

3) Work incomplete causing City to incur extra charges. Only complaint against Frontier presently is leaving the empty containers on the road obstructing trafficMatching Grants Program: Rex made a pitch for the City’s Grants program. The City and Civic Club split costs for any project within our subdivision. Our budget presently is too low to consider a project. Rex said the Grants Program would work with us to raise money. Anyone with ideas and willingness to work on this program, please come forward.Street Pavement: The pavement of Crestford from Trebor to Olson is still on hold. Dolan took down the information and said he would check in to what the holdup is on this project.Homeless Encampments: As stated before, Pasadena has no regulations for this in place and generally refers to Harris County. These encampments are continuously on the move. Rex stated the movement of these people is a complicated matter and hard to solve.1) Sanitation

3) RelocatingSubdivision Maintenance:1) A tree at the Civic Club sign on Trebor had a continuous problem with limbs breaking. An individual was hired to trim the tree. The usual volunteers are getting too old to do this work and we have no younger volunteers.
2) The Trebor Street bridge was overgrown. A report to the Mayor’s Action Line got the bridge clean.
3) Falling tree (dead) onto Crestford. Two volunteers cut up and removed the tree and some of the debris associated with it.Sewer Plant Odor: The waste water treatment plant odor was attributed to equipment failure that had to be ordered prior to replacement. A possible consolidation of all sewer plants into one and shutting down the rest is being investigated. The location would be the Vince Bayou location.Garage Sale: Our only source of income for the past several years has been the garage sale proceeds. However the revenue has been decreasing (less interest in garage sales) and last year due to bad weather it was a bust. It was decided in the meeting to give it one more try. If this year is a failure, this even will cease to be. This year’s event will be October 13th and 14th (Friday and Saturday).Next Civic Club Meeting: Due to another conflict in scheduling, the October meeting will be moved from Tuesday, October 10 to Thursday, October 12th.All community residents are welcome and encouraged to attend!
Cresthaven Estates Deed Restrictions
1- The following designated lots and only such designated lots of said addition shall be used as BUSINESS PROPERTY building sites, to-wit; Lots 1 through 4, both inclusive of Block 2, and that lot designated upon the plat as “reserved” in Block 2 of said addition; Lots 1 through 7, both inclusive of Block 3.2- All other lots of said subdivision as evidenced by the Map or Plat whereof shall be used for residence purposes only, and no part thereof shall be used for business purposes not any other structure whatsoever, other than a first-class private residence, apartment or duplex, with the customary outbuildings, garages and servants houses, provided however, that no servant’s house, outbuilding or garage shall be lived in as a home.3- That no residence shall be erected or placed upon any lot herein restricted as a residential lot which does not contain at least Nine Hundred (900) square feet on the ground floor, exclusive of open porches and garages.4- No noxious or offensive trade or activity shall be carried on upon any lot, business or residential, nor shall anything be done thereon which may become an annoyance or nuisance to the neighborhood.5- All buildings of frame construction and all fences built of lumber shall be painted with at least two coats of paint.6- No building shall be located near to the front lot line or nearer to the side street line than the building setback lines shown on the recorded plat. In an event no building shall be located on any residential plot nearer than 30 feet to the front lot line, and no building, except a detached garage or other out-building located 60 feet or more from the front lot line, shall be located nearer than 5 feet to any side lot line.7- That no outside toilets shall be erected. Placed or used upon said premises, but a septic tank or cesspool shall be installed to accommodate the sewage.8- That the designated owners herein, their successors or assigns shall not use the above-described premises, nor any part thereof, or allow same to be used for the treating persons afflicted with tuberculosis or diseases that are contagious or infections, nor shall any sanitarium ever be erected or placed thereon for any such purposes.9- No trailer, basement, tent, shack, garage, barn, or other outbuildings erected on any of said lots shall at any time be used as a residence temporarily or permanently, nor shall any structure of a temporary character be used as a residence.10- No animals, livestock, or poultry of any kind shall be raised, bred or kept on any lot, except that dogs, cats, or other household pets may be kept provided that they are not kept, bred, or maintained for any commercial purpose.11- No lot shall be used or maintained as a dumping ground for rubbish. Trash, garbage or other waste shall not be kept except in sanitary containers. All incinerators or other equipment for the storage or disposal of such material shall be kept in a clean and sanitary condition.12- No sign of any kind shall be displayed to the public view on any lot except one professional sign of not more than one square foot; one sign of not more than five square feet advertising the property for sale or rent; or signs used by a builder to advertise the property during construction and sales period.These covenants are to run with the land and shall be binding on all parties and all persons claiming under them until August 1, 1979, at which time said covenants shall be automatically extended for successive periods of ten (10) years unless by a vote of a majority of the then owners of the lots of said subdivision, it is agreed to change said covenants in whole or in part.
If parties hereto, or any of them, their heirs or assigns, shall violate or attempt to violate any of the covenants herein contained, it shall be lawful for any other person or persons owning any real property situated in said subdivision to prosecute any proceedings at last or in equity against the person or persons violating or attempting to violate any such covenant, and either to prevent him or them from doing such, or to recover damages or other sues for such violations.Invalidation of any of these covenants by judgment or court order shall in nowise affect any of the other provisions, which shall remain in full force and effect.
